Create a local admin user in Windows 11
If you want to create a local user in Windows 11, you might be able to do it using these steps.
Why would you want to do this?
The current install of Windows 11 expects you to have an internet connection and to setup a Microsoft account. If you don't want to do that, you can try this.
How?
During the setup process, you will be prompted to select the country. At this point, click on the window and press - CTL + Shift + J
You might need to do this a few times. Or try just 'j' multiple times.
If successful, you will get a terminal window.
In the terminal window type:
WinJs.Application.restart("ms-cxh:localonly")
If this works, you will be prompted to create a user.
